上海市韓正市長在作政府工作報(bào)告時(shí)指出：堅(jiān)持以開放促轉(zhuǎn)型，深刻把握國際經(jīng)濟(jì)環(huán)境的新變化，全力做好對(duì)外經(jīng)貿(mào)工作；繼續(xù)優(yōu)化外貿(mào)結(jié)構(gòu)，擴(kuò)大服務(wù)貿(mào)易規(guī)模，發(fā)展離岸金融和離岸貿(mào)易；優(yōu)化吸收外資結(jié)構(gòu)，抓住世博會(huì)外商云集的機(jī)會(huì)，創(chuàng)新引資方式，大力吸引跨國公司地區(qū)總部、投資性公司、營運(yùn)中心、研發(fā)中心和結(jié)算中心，引導(dǎo)外資投向現(xiàn)代服務(wù)業(yè)、高新技術(shù)產(chǎn)業(yè)和先進(jìn)制造業(yè)。同時(shí)，他表示，鼓勵(lì)有條件的各種所有制企業(yè)“走出去”，進(jìn)一步做好外事工作，繼續(xù)擴(kuò)大與港澳臺(tái)地區(qū)的經(jīng)貿(mào)往來合作，更好地服務(wù)長三角、服務(wù)長江流域、服務(wù)全國；圍繞共同辦博和推進(jìn)區(qū)域一體化，深入開展交通、科技、環(huán)保、能源、旅游等重點(diǎn)專題合作，促進(jìn)長三角一體化發(fā)展。

　　Shanghai Mayor Han Zheng pointed out at his government report, we should insist to using opening-up to stimulate transaction, understand the new changes of international economical environment thoroughly, and try our best to do the international business, continue to optimize export trade structure, expand service industry scale, develop off-shore market and off-shore trade; we also should optimize foreign capital absorbing structure, take the advantages of the opportunity that foreign businessmen gathering in Shanghai during Expo, innovate the measures to attract investment, attract multinational corporations regional headquarters, investment firms, operation center, research & development center and accounting center, lead the foreign capital to invest to the modern service industry, new hi- tech industry and advanced manufacturing industry. Meanwhile, he said, we should encourage all the conditional ownership enterprises to go outside China to do the foreign business, continue to expand the cooperation with Hongkong, Macao, Taiwan, offer better service to Yangtze River Delta, Yangtze River catchment, and whole nation; center on organizing the Expo 2010 shanghai together and promoting integration of regional economy, make further cooperation about transportation, technology, environment protection, energy and tourism, etc, in order to promote the development of Yangtze River Delta.
